1998 ford contour blinkers stopped working checked fuses and that didn't seem to be the issue, any idea what else could be the problem?

Will be worth getting the flasher relay checked as well. I think it is fitted to the switch assembly in the steering column. The steering column trim covers on most models are simply screwed into place from underneath. Remove these to reveal the flasher unit. It will be a tight fitting square block which pulls out.

Combination switch location

Combination Switch?
You mean turn signal/hi-beam/hazard combination switch?
located on the steering column - is part of that turn signal lever
remove the covers on the upper column and the switch is attached from the side. do not need to remove steering wheel - will however need torx screwdrivers

Turn signal switch

You should be able to access the switch by removing the top and bottom cover for the steering column. The turn signal/ windshield washer arm can be unscrewed which would allow you to get to the ts switch. There may be a combination of screws hex heads and torx screws.

Picture of flasher singal housing

The turn signal flasher is located on the bottom rear of the turn signal switch, mounted on the steering column. If you remove the shroud from the steering column, you'll be able to see the flasher on the switch. It's a small black plastic box, plugged into a socket on the switch.

I need to know how to replace my turn signal switch on my steering wheel my windshield washer turner broke off so either I need to know how to fix the windshield washer switch or just replace the whole...

The turn signal switch or in Ford terms "multi-function" switch is easy to replace if you are mechanically inclined. Lower the steering column "tilt" adjustment for easier access. Remove the lower panel (below the steering column). Remove the three screws from the plastic column covers that surround the multi-function switch. Turn the key to the run position, then from the bottom side of the column, use a very small pocket screwdriver, allen wrench or similiar tool to push up on the ignition cylinder release pin. The hole is located just below the cylinder. With the pin pushed, pull out on the key and cylinder. Next seperate the two cover halves and you will see the complete multi-function switch. remove the two attaching screws, remove the electrical connectors and replace the switch. Replace all removed components and you're done! You can purchase the switch at most auto parts stores, ford dealers or ebay. Feel free to ask if more information is needed and I appreciate a vote of four thumbs up. Good luck!
