Carbs all 4 most open at the same time...can reach upper rev cant reach upper rev.....7000 rpm up @
This requires a nanometer,,, if you don't have one(with 4 channels) PLEASE take it to a PROFESSIONAL!!!

It sounds like you have several problems.
1 you may need piston rings, check compression
2 you have a timing issue. set timing on # 1 or # 4 cylinder to TDC check timing mark on ATU. use timing light to check if timing is advanced or retared.
3. coil wires maybe out of order.

If the bike came from the UK then most likely the power was limited, its usually just a throttle stop, look down where the cables hook up.
