The bike wont go over 160kph and thats in forth gear. when i change to 5th the bike goes down to 140kph and when i change to 6th it goes to 120kph. what could be the problem

Since 160 kph is approximately 100 mph, you have exceeded the design parameters.
What is the engine rpm at that speed?
It is probably in excess of 14k rpm, which is beyond its tolerances.
However, if not intentional, the most likely cause of limited rpm range would be a clogged fuel filter or too low of an octane rating in the gas.

Where is the starter relay?? ive got a kawasaki zzr 400 92?

Follow the positive battery cable. It's usually mounted pretty close to the battery box, under the seat. The positive battery cable goes directly to it.
