The are two adjustable screws on the carb, the tick-over and the (presumably) air mixture. What is the correct setting for the air mixture screw? i.e. all the way in then 3.5 full turns anti-clockwise?
Wined the air mixture screw all the way in and then 2 and a half turns out then start the bike if it will let you (no choke) if it wont start turn another .5 turn until it will start.
Once you get it started leave it running at idle and listen to the engine noise very carefully. give it a rev and even a ride if it stalls wined it out .25 of a turn.

Turn both screws inward and seat them GENTLY. Now turn both screws one and one half turns outward. This is the factory setting.

look up your bike here and i think it is number 13 on the diagram. which looks like its right by where the throttle cable connects
SOURCE: Hyosun Scooter Carb Adjustments
Very good thought process on the adjustments. The throttle screw sets the idle speed and the air screw sets the fuel mix at idle speed. The stock setting is 1.5 turns outward. IMPORTANT > do not tighten these two adjusters down. Only screw these in until they LIGHTLY seat. Now turn each adjuster one and one half turns outward.
From this point you adjust the idle speed then adjust the air screw for fastest idle speed at that throttle screw setting. If the idle speed becomes faster than desired after adjustment, just reset the throttle screw and then reset the air screw.
