The blinking leds indicates that the built-in protection circuitry has detected a fault and in order to prevent further damages stops the unit from energizing/powering on. Often 7 blinks indicate probable area where to start diagnosis/checks. In your case, this would be:
This of course would require a fair familiarity of electronic components/circuitry and safety procedures, use of a DVM and a soldering iron. It would be to your added advantage access to a service manual or at the very least a schematic diagram with voltage readings. Should you be uncomfortable performing a DIY (do-it-yourself), perhaps your best bet would then be to seek the services of a qualified professional or claim warranty repairs.

Blinking light* 7 times, Diagnosis: Horizontal deflection stopped. Possible cause: Q8035, 8038 is shorted. (D board), you need to replace or get it serviced by the company if under warranty or get it done tv repair personal ,if like to perform DIY then I would recommend going to the following link and getting the service manual so you can see first hand dis assembly instructions and testing proceedures. Its only 10.99 and they email it to you shortly after purchase. The manual is a valuable resource as it will have part numbers in case you do need a newD board. heres the link.

i have a sony kv-36hs510 tv it continues to blink 7 times the tv will not turn on meaning no picture. I was told i needed a d board. What is the usual cost to have this problem fixed by the tv repair man? Or how much does the d board alone cost? Is it a simple just pull the board out and clip the new board in?
