How do I get my replacment forks back into the lower triple tree on my 1987 FLSTC (Heritage Softail Classic),?

If the old tubes or new ones wont go back in, then either the tree is bent or the pinch bolts have been tightened with no tubes fitted and squeezed the clamp in. Get a lever and CAREFULLY open the clamp enough to insert the tube.

Oil spot when bike is parked for a while around

this isnt to big of a problem, theres an old saying about harleys, they always mark their territory. now as for the oil spot around your forks, its more than likely a bad seal on one or both of the forks allowing a bit of fork fluid to leak out.

while you can purchase the seals for less than $20 i would recomend taking it to a qualified motorcycle repair technician, do to the specialized tools involved, hope i was able to help!

Is it common for the first 8 or 10 inches.

Bluing does mean lean, but you have to take into effect that HD 's right out of the crate are running at 16.5 : 1 air fuel ratio, which is way lean ( they do it for emissions ) You could richen up the power commander a little, You could take it to a dealer that is an authorized Power Commander Tuning Link Center. They can create a map from scratch for your bike, specifically to the way your particular motor combo breathes. But you have to understand that by richening up the mix, to stop the lean condition, you're going to sacrifice fuel economy, because you will be using gas to cool the motor.
