Engine cuts out on low revs
If your bike is carburator type then the carburator is dirty, clean it. If it is EFI or CDI then check the flow of the current.
Putting engine oil in to air box
Some of your compression is getting past the piston rings and into the gearbox, this is commonly called "blow-by". The pressurized fuel/air mix then exits the gearbox via a crankcase breather tube that runs into the filter box for recycling back through the carbs. The only problem with this is that some of the blow-by mixes with the oil in the gearbox and that mix goes into the breather tube also. The result is oil in the air box AND diluted oil in the gearbox. The diluted oil can build up in the gearbox and actually raise the fluid level in the box. This makes the problem even worse. Do an oil change and maintain the proper oil level. The real fix is to have the cylinders bored then install first oversize pistons and rings and do a valve job while the head is already off. The "Real Fix" is expensive. On that basis, I would simply do more frequent oil changes and not worry about the air filter. Please rate my answer.

I think that your tyres are faulty as the volcanisation of the tyre is uneven. It will be good to show your tyre to the manufacturere or if the bike is new to the dealer for a replacement.
Once the tyre has bulged then it is softened on this section as it is uneven and can be dangeorus.
You can use within the bulge area an inner casing but this will make the tyre unbalance and the riding will be diffficult. So dont attempt this method.

Usually if you look closely, it is written on the tyre side wall. But just in case it isn't, try 34psi for the rear, and about 32psi for the front. You can give or take a few PSI, if you want a softer ride down to 30psi.

Sludgey gas, clogged passageways in the carb or fuel injection system. I'd put in a different battery, put in some fresh gasoline, check the oil, and try to give it a start, see what happens.

Sounds like a good size to start with, a 250 is a little small, I would like to have a little power in my pocket to get moving in traffic, those cars and trucks have no respect for bikes, and they are intimidating. Don't forget he's 18 and fearless, If he's not afraid of traffic, should be no problem. I didn't venture onto the road, till I practiced in the yard for months. Then I was still shaky, now, it's no big deal. I own the road, move over!!!
