Why won't the engine crank over when the start button is pushed?

Sir, one common issue relative to your present condition is that the Emergency Kill Switch gets switched to the off position accidently. This will result in the condition you have described. Nice bike, G.

Refuses to rev, seems like the revlimiter cuts in

i had the same problem and it was a faulty regulator, had to get it changed and solved the problem. it seems quite a common fault on this bike because the regulator is above the exaust and gets very hot. it's easy to fit, but expensive, unless u get a none suzuki part, which i did. also, you might want to get a mechanic to check out the rest of ur system, as this could have been damaged as a consequence to the regulator being damaged. good luck

How is the weight of engine Suzuki Freewind XF650

Use 10w40 motor oil in the gear box. Don't use any synthetic oils, oil marked "EC", or oil with "special" additives. Stick with the major brands; Pennzoil, Quaker State, Mobil or Shell. If in a hot area like Texas or New Mexico go with 20w50.

Gas tank after accident

you probably wont get it the right color to match your tank, but i would ask a good suzuki dealer if they can get you a touch-up kit or ask at a good bodyshop.
your other choices are take the tank to a bodyshop and get them to repair and respray it or take it off and re do it yourself, sand whole tank so new paint can adhere, use primer filler if it's only a scratch, use bondo if its deeper. you can build up primer filler in a scratch by laying a few coats on but sanding inbetween each one, eventually your scratch will be full of primer and un noticable. then find a paint color to match and put the top coat on. unless you have a lot of patience i would take it somewhere or live with the battle scar.
