How to make , and what do I need for swingarm
Are you asking how to make a swingarm for a 1993 Fat Boy? If so, I would advise against doing this. These parts are specifically designed to meet certain safety standards. Unless you're an accomplished engineer, machinist, and welder, it would be better to simply purchase the rear swingarm. That's unless you want to build a custom swingarm in which case it's all up to you.
CHANGED STARTER ,R&R, OLD FOR NEW AND NEW IS
There is a starter relay on your bike. when you press the starter button, you are activating this relay, If the relay is bad and is not "holding in", the starter will try to engage but will drop out only to do it again. The relay is a plastic cube that is located on the front side of the rear fender usually. If you replace it, get the type with the "waterproof shield" on it.

The horn on my 1999 Fat boy does not work
check wiring loom for brakes ,First test horn by connecting directly to battery .You need only one wire .Attach one terminal of the horn to -- negative post and with a lengh of wire attached to the other terminal of horn flask across the positive pole .if the horn is ok it will sound off .If this is all ok then you need to trace the horn wiring for breakages or the horn button itself may be corroded and not making a good .contact .
Hello I have a 1999 Harley Fatboy and I need to
Yes, your '99 Fatboy, has the last of the Evo engines in it. They didn't come out with the Twin Cam 88 B engine until 2000. Still, you have three oil compartments, the engine, the primary, and the transmission.
And yes, you can run the H-D Syn3 oil in all three compartments. The engine holds three quarts, the primary holds about a quart (fill to the bottom of the outer clutch drum), and the transmission uses 20-24 ounces.
I hope this answers your questions.
Need to find engine oil drain plug on 93 fatboy 1340
The engine oil drain plug is on the right side of the bike. Actually, it's a hose with a plug in it. Look just behind the chrome transmission clutch release cover on the right side of the bike. You'll see a large diameter hose that should be held to the frame by a clip with a metal plug in it. Just loosen the hose clamp and drain the oil from the tank. Remove the oil tank dip stick for faster drainage.

Oil leak
Welcome to harley ownership, been through this often on my bikes. The air that is displaced in the crankcase during operation builds up pressure and travels through the motor out to your air cleaner. Based on the age of the bike (no disrespect whatsoever), the umbrella seals more than likely could use replacing. What happens is the displaced air is really a mist of oil and air and as this travels up through the engine its last stop is the umbrella seals, which look like a very small umbrella with a short shaft. The bad news is that unless you want dig into the top end of your motor you are probably going to more comfortable having your shop replace these for you. If you decide to do it yourself repost and we will go from there. Also there are some after market parts that work pretty well too to help most are around $200. Hope this helps.

Gear shifter is free floating, wont shift at all.
If the shaft to the foot lever snapped off inside the case, you may be able to pull the end out. It may have broken a spring between two ratchet arms the pull the shift fork drum to rotate through the gears. Pull the side cover and see if these components are accessible. If not, it means opening the transmission case to get at the parts.
