Gas
You can not turn off the gas at the petcock, you leave it in the turned to the bottom position all the time. You only use prime position after it sits for a few months and of course the reserve when you are running low on fuel.
How many quarts of oil do i need for a Suzuki 1978 gs 750
Usually they take 3 1/3 qts. Just add 3 and watch till it full with the last bit of oil. Then start the bike and let idle for 5 seconds to fill the oil filter. Let it sit for a couple minutes and recheck the oil level and add more if needed.

How to drain
if the carbs have drain screws on the bottom of each bowl,,unscrew them till the fuel drains,,,,,if not you may need too remove the carb bowls.

Yes.Because your old cable was old,it had stretched.New cable has been put on and the adjustment of it is wrong.It needs to be readjusted.If the bike sat around for a long time after the cable broke(and you said it did not) then a different problem may exist.Get the clutch readjusted and all should be good.Hope this helps
My gs 700 will not
the gs700 has mikuni carbs, right? These carbs have a rubber fabric diaphram and o-rings, when you tore the carbs apart did you make sure to remove all rubber and plastic parts, all the jets have o-rings that would have been ruined, the plastic throttle/choke linkage should have been taken out. NEVER USE CARB CLEANER OR STARTING FLUID IN A MOTORCYCLE CARB. there are to many rubber parts. the rubber diaphram alone can run over $100.00 each. for the correct o-rings and gaskets I found ebay to be the best place to shop.Also, one of the characteristics of a suzuki in that era is they won't run right without the factory airbox installed. That cost me lots of time and money finding that out, lol.

Is it an early bike with points? If so this could be the problem (I can give you advice on setting them up if needed).
Check the simple things first. Take your plugs out and check their condition and colour. You want to see a biscuit brown colour. Are any wet or sooty? Are they the correct NGKB8ES plugs? Also check the plug caps. Take them off (they unscrew) and check for corrosion. Repace with new ones if they look bad.
Charging issues can also cause problems, so check that the system is healthy. Put a meter accross the battery, with the bike running, slowley increase the revs and check for a voltage increase to around 14volts dc.
These bikes have a bullet proff engine, its often electrical issues that let it down.
What is the right valve clearance for a 1979
You need to put the shims in and fit the camswith all the caps and bolts on.
Then measure between the cam lobes and the shims with a feeler gauge, when the cam lobes high point is away from the shim bucket.
and write down all the measured clearances.
Then remove the cams and fit the correct thickness shims to get the clearance correct.
Fit the cams again and check, this can take a couple of tries if there were tight clearances in the first instance.
either fit the cam chain up each time to do both cams or make sure the pistons are only half way up the bore and do one cam at a time, to make sure the pistons and valves dont say hello.
cant help with exact clearance but a kawasaki 750 is 3-7 thou which will be pretty close as the shims let you adjust 2 thou at a time
ie if the measured clearance was 2 thou you would need a thinner shim to adjust the clearance to 4 thou
