Scooter seat I locked cannot get into it?
Press the lid down as you try to unlock it. The jacket is probably causing the lock to bind.
Please add 'make model (what it is)' to all questions. I moved from the Seat category, they are a Spanish car manufacturer. You may be talking about a mobility scooter, but Vespa has a place in my heart from the late 1960s.

Vespa et4 125 fuel starvation? Cuts out on me... Help?
A weak spark could cause this as when the throttle is opened the cylinder pressure rises sharply, the atmosphere inside becomes very dense and a much higher voltage is needed to make a spark.
If it is fuel starvation then partially applying the cold start, choke or strangler should alleviate the problem somewhat; signalling you missed something when checking the fuel system.

Water pump problem?
- mine did the same - but also after it was parked there was often a sound coming from the engine for some minutes. There must be some air bubbles in the water-cooling system which was not drained properly at the factory...
- don't worry - after about a year it will stop making such silly noises..

Why won't it start
There are normally 3 things that an engine needs to start. Fuel, spark and air.
Start by checking if there is fuel to the engine, this can be done by removing hoses or at the bottom of most carburetors there is normally a small screw to drain the bowl of the carburetor. loosen it until fuel comes out. No fuel is a fuel problem work backwards from there to the tank.
Consult the trouble shooting part of the manual also. There should be a step by step process.
Next by checking if it has spark, take out the spark plug and put it back into the plug plug lead, get someone to hold it by the rubber bit against a metal part on the Vespa, not aluminium, the steal frame is good but pick a place where the paint has worn off. A spark should cross the electrodes, nice and blue is good, yellow is weak. Ensure all connections are clear of oil and dirt, if not clean them.
Next check the air filter/cleaner, normally under the seat near the carburetor intake. If the filter is dirty, clean it or replace it.
Good luck,
