electronics speedo or cable driving, no way cable can fail parked at 0mph, but if electronics to not work with dead or weak battery 10vdc is min 12.6vdc is good key off rested.
a good battery is first, the bikes generator may not run the biked proper if battery overloads any gen. so batter good is first on bike. (MC)
Fuel pump does not seem to be pumping...fuse appears to be OK
There could be a clog in the fuel lines somewhere, or the fuel pump is no good. Have a mechanic look at your fuel lines, filter, and pump. Also check the fuel injectors. If they're gummed up they won't spray the fuel properly. If the vehicle runs at all, try getting some fuel system cleaner from a chevron station and see if that makes a difference.

I would suspect a vacuum leak somewhere. I'd start by running a compression check on the engine. Each cylinder should have about 125 psi compression and no more than 10% variance between the two cylinders. But since you said both cylinders do run from time to time, I doubt this is the problem. Then, I'd check to make sure the vacuum hose was not pulled off the nipple on the backside of the carb that goes to the VOES and the vacuum operated fuel petcock. On at least on occasion, I had an FXR that was doing exactly what you are describing. It turned out to be a vacuum leak in the fuel petcock itself. The diaphragm had become dislocated somehow, possibly a "spit back" through the carb, and caused a vacuum leak. Check the petcock for a vacuum leak using a hand operated vacuum pump. If it won't "hold" a vacuum, then the diaphragm may be bad. Either replace the petcock with a new H-D unit or a high quality manually operated valve like a Pingle. You also may need to replace the intake manifold gaskets at the heads and the seal that the carb plugs into. Your bike is 15 years old and if these are the original gaskets and seals, they may have failed. They aren't expensive nor difficult to replace. Just make sure that you get the intake properly aligned before you tighten the bolts that hold the intake to the heads. Put the carb in the intake and bolt the air filter backing plate up before you tighten these four bolts. This aligns the intake properly. Harley makes a tool that they used to do this with but you really don't need it if you do the job like I described.

Harleys are famous for drawing the battery close to dead, My dealer told me I had to take longer rides to make sure that it would charge enough to start again, if I needed to crank it over a lot, check the battery on a Load test to make sure its got the cranking amps needed ,
What would cause my efi 2010 fxstc to have a high idle all of a sudden?
High or very high?
If just high leaky injectors, or if slight induction leak it can fool the O2 sensing system and adaptive fueling and make the ECM think it is lean and so giving more fuel etc. therefore it may be running a little lean and so a little faster idle or if VERY high idle check that IAC has not become dislodged/disconnected or if still connected it may be defective. Check for DTC's and go further from there.
