Most likely not. The way to find out is to follow the pedal through the firewall to where it goes. I would say they are probably separate. You may be able to find a Chiltons manual that will give you the answer at a local public library.

Mechanical failure - possibly an obstruction of the gear cluster or selector fork for 4th gear. This could also be a maladjusted shifter linkage.

I'm thinking you could be right, but you didn't say what the problem is and what the vehicle or device is. If your car is overheating, the thermostat, fan and water pump are good then it could be too little coolant in the radiator, blockage in the radiator or a bad temperature sensor. Less likely, deposits or corrosion in the engine block or, maybe, blown head gasket? Good luck.
