It does sound like low voltage. Check battery termanels really good. Even if you put a fully charged battery in it and the same happened if there is a bad connection in the termanels it will do the same thing. Even if you had a bad started there would still have voltage to take it out of park. Could be why your P/S light came on also.
You should be addressing this to the service agent doing the recall
he will know what the symptoms are

GM has just came out with a recall for this problem. It involves the power steering motor. You will get a notice in the mail if your car is involved.

Almost all newer cars have a safety that won't allow you to shift without a foot on the brake. These are either cable or electric solenoid activated. They fail, so check your owners manual, as it will have the procedure to get it to shift, untill you can get it fixed correctly.
