a couple of things to check
fuse
check each fan.speed
unplug the wire to the blower motor and check for power
the blower motor resistor could be bad or blower.motor.
Set the fan speed switch to position #2. Grab the fan speed knob and pull it straight off. It might fight you a bit, but it will come off. Once you have the knob off, lookinside the control unit and you will see the bulb. I have seen these just fall out of the socket on their own.
It could either be the engine speed sensor or the fuel injection pump. When this happened to me, ofcourse I was in the middle of nowhere. The fuel injection pump needed replacing. To do this they had to also time it... I let vw do this one reluctantly.
Sounds like your fan speed switch. I had the same problem. The fan speed switch is the main power switch to your AC. VW only sells the whole cluster wholesale around 150.00. Let me know if you need instruction on removing cluster.
fan relay is under the frame on the left by the fans. but most likely the fans themselves have gone bad check the fuse panel on top of the battery see if it is burned or blown fuse this is caused by the fans going from stop to high speed to many times. you will flat 40 or 50 amp flat blade fuse and both fans sorry for bad news
4 wire likely a 3 speed fan you should be able to conect the medium and low circut to a set of releys and hook them both to the low speed side of the fan
allowing the low and med speed to work on low and the high speed to work properly
