My power steering pump makes a growling noise even when the car is idle. The noise is louder when I turn the steering wheel. The power steering fluid has gotten low a couple of times and gets foamy.

The air in the system making the fluid foamy is the cause of the noise. Check for leaks in hoses or connections. Could be a bad internal gasket or seal. Fix id need be.

Then drain or empty the fluid from the reserve and refill with fresh fluid, without running the engine, turn the steering wheel to the left then right as far as it will go about 7 times to bleed out any air.

You can try the bleeding even if there is fluid leak. C

Does it make the growling noise when the fluid is at the correct level? If it does, the noise is a warning that your power steering pump needs to be replaced.

What could be causing the growling noise coming from the belt driven accessories when the car is idling and not moving?

See my prior answer about using hose to listen to locate exact point of noise. This works better than you can imagine.

My '06 Honda Odyssey has gotten noisy recently.

If it is filled up to the "full hot" mark then you are okay, fluid wise. It almost sounds like once it gets warmed up, it starts running better. The "growling" noise (especially when turning) could be from it not getting enough fluid. Other than that, your power steering pump maybe on its last legs, and it is taking time to warm up before it starts pumping fluid correctly. Just make sure that you power steering resevoir is completely filled to the proper mark.

When your power steering pump goes out does it lock up your steering wheel

I doubt it.
Usually when the pump fails it smokes the belt.
If the steering wheel will not turn and the fluid is contaminated, I would say the problem is the gear box or rack and pinion depending on the make model and year.

2004 town and country whining noise louder when turning the steering wheel

Bad steering rack & or steering pump

Try flushing the fluid, as you should be doing every 3
years on all vehicles

After that-- have to diagnose & start changing parts-- if
you don't like the noise

My 1996 ford taurus makes a growling noise when i turn my steering wheel. It is louder in the mornings when i first start it and it is much louder when the weather is cold or rainy i have checked the power...

Does the red fluid have a metalic look from little metal particles? If so, then it is time for a new or salvage yard pump. Not hard to tell. Just put something up against the pump and listen to that up to your ear. You will be able to tell of the pump is the source of the noise or not.

Makes a noise when i drive and gets louder when i turn the wheel. i think its low power steering fluid. the wheel is harder to turn now.

Check the fluid, if it's low put some in it, if it still does it, the power steering pump might be on it's way out.
