SOURCE: check engine light code P031 for 2002 Dodge Ram
Dear Madam or Sir,
the code stands for:
Heated Oxigen Sensor1, Bank 1, Heater Control - circuit low.
So the heating of the O2 Sensor is faulty, you should see a mechanic to fix it.

If it is code P0700, then it is a transaxle malfunction code. This is related to your transmission, and can display signs of your transmission slipping, etc.
Is this an automatic?
You can use a scan tool to read the code, and it may give you a more exact fault. O'Reillys will lend you the proper equipment to check, and it is very easy to do.
The TCM (Transmission Control Module) makes your check engine light come on along with it to let you know that there is an issue.
You may have a problem with the module itself, possibly a short in the circuit.
Is the truck shifting at abnormal points, shifting takes longer or transmission slips?
