A common cause of noise is the electric blend motors.
they move the heater and mode doors in the heater box.

Your best bet is to replace it. My thought is if it deals with safety, its best to just replace the bad or failed part.

06 Ford Fusion dome light comes on for about 3 to 4 minutes then goes out for about 5 minutes and comes back on and now battery is dead!

In my opinion, the problem is in the smart junction box. If you pull that fuse, it should kill the dome lamp till you figure out the problem? I'm not sure of sjb location, it might be under driver side dash?

In my 2006 ford fusion 2.3L whenever I put my key in the ignition and turn it a weird solid ringing sound start and stops 5 seconds later hat could it be?

Not surprisingly, many others have experienced problems with the ignition switch on this car. Historically, it is not a sound, but that the key is stuck in the ignition. http://repairpal.com/key-will-not-come-out-of-ignition-570 Your problem sounds different, but it may be related. Although I do not recommend the fix in the link above, it is possible the previous owner of your car did perform this fix and it has resulted in the problem you now have. My better guess is that the chime/buzzer has failed due to moisture or dirt and is no longer producing the sound that it should, but instead is altered to the ringing you describe. To disable follow these instructions:

1. Turn the ignition switch to the RUN (or ON) position. (DO NOT
START THE ENGINE)
2. Wait until the safety belt warning light turns off. (Approximately 1
minute)
Step 3 must be completed within 50 seconds after the safety belt
warning light turns off.
3. For the seating position being disabled, at a moderate speed, buckle
then unbuckle the safety belt 9 times, ending in the unbuckled state.
(Step 3 must be completed within 50 seconds after the safety belt
warning light turns off.)
After Step 3, the safety belt warning light will be turned on for three
seconds.
4. Within 10 seconds of the light turning on, at a moderate speed, buckle
then unbuckle the safety belt.
This will disable the BeltMinder feature for that seating position if it
is currently enabled. As confirmation, the safety belt warning light will
flash 4 times per second for 3 seconds.
This will enable the BeltMinder feature for that seating position if it
is currently disabled. As confirmation, the safety belt warning light will
flash 4 times per second for 3 seconds, followed by 3 seconds with the
light off, then followed by the safety belt warning light flashing 4 times
per second for 3 seconds again.
I hope this helps. Good luck.

2010 Ford Fusion has intermiitant clicking sound near the left side of the dashboard/steering window. Sound occurs when engine is on, while driving or in park. Sounds like electrical wires arcing??

could be the plastic parts on dash rubbing or the plastic exterior pieces close to the window rubbing, if it was electrical you would know by either a dash light coming on or electrical issues

Engine won't start, starter makes rattling sound

sounds like the battery disharged. If the key was on along with the lights than 20 minutes would be enough to drain the battery. Try a jump start. it should get you going. I would have the battery tested after driving for at least an hour at highway speeds just to make sure it is good.
