We use exhaust gas analysis in Europe so I don't know much about the way you do things though the obd system works in the same way.
Any fault in the engine management system that compromises exhaust gas emissions should switch on the check engine light.
You didn't say the light was on so assuming the light is off, there is either no faults, the light is not working or the ECU is suspect.
Possible there is a combination of borderline issues that have lowered the efficiency or shortened the life of the catalytic convertor, reduced the efficiency of the O2 sensor and/or the diagnostic O2 sensor.
My understanding is; after a fairly short time the CAT "lights up", that is to say, it reaches sufficiently high temperature to begin working at cleaning up the exhaust gas, the chemical reaction inside the CAT causes the temperature to sharply rise further hence it "lights up" and this is detected by the post-CAT or diagnostic O2 sensor and the closed-loop system would be ready for test.
I expect it your case this isn't happening.
Tired temperature and other sensors, incorrect fuel pressure and bad injector spray patterns can reduce CAT lifespan and short journeys, misfiring and high oil consumption are other contributors.
I think you need expert help...
Check with dodge for a possible tbs --the code is known for also having a pcm problem

It could be as simple as a bad thermostat (stuck open), that's causing the car to not warm up, which would be one reason it's burning too much gas (running cold, not reaching operating temp. which would allow the engine to run efficiently). Did the garage mention the thermostat as a possibility? Remove the thermostat to see if it's in the open position (should be closed @ room temp.) Let me know what u find.

The battery needs to be taken to an autoparts store such as autozone. Then will have to charge the battery overnite and then after it is well charged, then can test it. If the battery is not new, then it could be a bad cell, or the terminals could be corroded and causing it to not take a good charge.

First I need to ask is it a 4 speed or a 3 speed transmission. If it's a 4 speed when driving down the road pull it from drive to third gear. You shpuld hear the engine speed up if it does not then that means you have on 4th gear and you will have to take it to a transmission shop. If it's a 3 speed then just count the shift points if all 3 gears are present then drive down the road and see if the van goes into tcc. When you mean the rpms are high how high are they.

You need to back off the transmission kickdown cable. It is located just beside your throttle cable near the air intake duct. You may have to remove the black plastic cover to gain access. Just back of the adjusting nuts about one quarter inch at a time until it operates correctly and lock them down at that point. Thank you, Dana
