They quit using those and it is controlled by the ECM, there is a fuel pump relay now that usually fails BUT you listed an ambiguous year span across 10 model years so it is hard to say.

There is one at the base of the fuel pump inside the fuel tank

sounds like you have a fuel pump going bad ,you need to do a fuel pressure test to verify it has low pressure during the time its acting up

Please let us know the exact error code.. there is no P1700 and P1300 are not an error codes on 90 kia sportage.

Fuel loss on kia sportage 2002..

I had exactly the same problem. The problem was with the fuel line clamps directly under the air plenum on the right side of the engine, right above the fuel injectors. The solution is to replace the factory spring clamps with proper hose clamps - a buck each. The real problem is that to get at the inside clamp, you have to remove the air plenum. It took me about 90 minutes to get it off and the same to reassemble. Not all that difficult, just very time consuming.
