Most likely problem are the horn pads in the steering wheel. Check to see how sensitive they are when the horn is not engaged. It it honks with very little pressure, then you found the problem.

SOURCE: 1997 Dodge Caravan Horn and Airbag light

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .

SOURCE: horn fuse keeps blowing out

Check the wiring around the horn and make sure nothing is touching metal...look under the hood at the horn and make sure everything is pluged in and there is no water on any plugs or wiring...Make sure the fuse is the correct number (ex: 10, 20, 25) If it is still blowing out the fuse then you after you do some checking then it is a short in some wires

Why does my 20 amp fuse blow when the engine is running, but work without issue when the engine is off?

Why fuses blow or how to find short circuits or drains !

fixkick.com/power-elect/blows-fuse.html
(the Park (tail-running) lamps go to up to 20+ places) ... The below covers shorts in the cab box, not the 50-100 amp engine bay fuse box that loves to rust out.

Silverado horn

Unplug the horn

If the fuses do not blow & you have
battery voltage at the wire connector
you took off, when pushing the horn
pad, then replace the horn

If the fuse blows with the horn out of the circuit,
then you got to do some testing for a short in the
wiring or horn button area.

Personally I would start by looking at a wiring diagram,
so I wasn't guessing at where I'm about to do my testing.

I have a 2006 dodge ram p/u. My problem is that when i press on the horn button, the horn will blow 1 short burst and then stop sounding. Everytime I press the horn button it will blow a short burst and...

this is not a horn relay issue. In most cases this problem is caused by the rotating ribbon circuit contact under the steering wheel having a broken filament, the part is known as a clock spring contact, u will need to properly disarm the airbag and remove the steering wheel to access the part. WARNING: Failure to follow factory Airbag disarming protocol can result in an unexpected Airbag deployment and possible serious personnel injury

2000 dodge durango 5.9 my horn and cruise control don't work. the fuses are good.

disconnect the plug to the horn then install a new fuse if the fuse does not blow out replace the horn. Do the reverse if the fuse does not blow out to the cruise. if the cruise is blowing fuses the unit may be seized up somewhere maybe the cable or actuator is corroded.

The horn keeps going off what could be wrong

It could be the horn switch on the steering column. Disconnect the harness coming from the steering column at the bottom when the horn is blowing, if that stops the horn then the problem is the switch below the steering wheel
