Vacuum pump won't prevent it from starting but there are many many other issues that will cause this problem. You're probably going to need to take this to an expert in a shop that has a high quality bi-direction scan tool and the the diesel experience to get it to run again.

it takes 10 quarts of oil in 15w40. I have the same year GMC and i have had no issues other than my carrier bearing went out today.

THE FUEL PUMP IS BAD.
if your losing fuel pressure after the pump runs the drain back valve in the pump has failed.
and i doubt that you are seeing enough fuel pressure to run a vortec engine.

Try swapping out the fuel pump relay, if thats good try testing your ignition system components. Start with the module and coil pack. If they are ok check the crank position or cam position sensor (which ever applies).
