This is a very common problem on GM vehicles. The security system is notoriously known to fail. Basically when you insert your key, the system checks for a certain signal. If the system cannot get the correct signal from the key, it assumes the key is incorrect or you are attempting to hotwire it. The system then goes into SECURITY lockout mode. (prevents vehicle theft) This will either turn off the starter, or the fuel injectors. This has been happening with GM's for a very long time. There is a company called Newrockies inc. that sells a bypass for this online. Works great.
SOURCE: where is the transmission drain plug located in a 2007 saturn ion
There is some sealed units with no drain or fill. Or it could be on the driver side bottem of the transmission but is not accessable because it is too close to the frame. Hope you find it and its accessable.
SOURCE: I need to know how to replace the side mirror on 2007 Saturn Ion
You may be lucky and just have to remove the top section just behind the mirror. Usually you have to remove the door panel to access the bolts.
SOURCE: 2003 Saturn Ion will not start. Security lock is on.
The fix for this problem is well known, so is the cause. GM needs to step up in my opinion. You can fix it yourself if you're willing

No! You should not have to reprogram anything except the radio.
