When you turn the AC on, the fan should come on automatically on a hot day to make sure the engine will not overheat. Loud is a relative term - it will normally sound fairly loud and will just sound like a fan. If bearings are worn in the fan motor, you should also hear a high pitched whine and the fan will need replacing.

The bearings in the fan are going out and it is recommended to replace the whole fan with housing to insure that this problem is solved. If it continues to be significantly loud then that would indicate that the pump bearings are going out or there are some loose bolts. Check the HVAC fuse or blower motor/relay fuse. If both are good then the blower motor has gone bad ot control withc is going bad. Try to remove the blower motor and hotwire test it before buying another one. Make sure to disarm your air bag system (if theres is any) when working on the dash or steering area.
