I doubt the regulator is bad, the fuel pressure regulator is after the injectors in the return stream to the tank, more likely it is the fuel pump.

The regulator is in the fuel tank. You must drop the tank to get to the system It is part of the fuel pump/fuel pressure regulator/fuel level sending unit. If just changing the regulator which you can,make sure you install new o-rings, put a little clean gas on them to install. Cheaper than a new fuel pump.

If you want to replace the fuel pump regulator you are better off getting the whole fuel pump module I know its expensive.The problem is you went on line and there is a bunch of chatter about the fuel pump causing delayed starts. They are right. There is a TSB Nissan put out this includes the fuel pump and there is no mention of the regulator that I know of.

Yes agreed on fuel rail, 2 screws holding it in. On 1999 there's also a fuel pressure regulator in tank. Pulling out the fuel pump filter there's a regulator at the top. It's chrome and also controls fuel delivery.

The one on the fuel rail would this cause pressure to be high amounts though injectors?
It could go either way. If it plugs up, then pressure too high. If it sticks open, then not much pressure.
