suggest checking if 12 volts goes to horn wire at horn end when horn pressed from inside vehicle. A 12 Volt probe {google it} can be a cheap checking tool for this.
If 12v volts is switched when button is pressed {could be earth being switched if it is then place probe on constant 12 volts and negative lead on switched earth wire} then the horn itself is faulty.
If no voltage switched then horn relay needs to be checked. check if voltage at horn relay coil contact when button pressed.
if yes then relay may be faulty. if no then horn switch could be faulty.
you can check switched voltage also at horn relay switched contact when relay plugged in. To see if relay is doing what it is meant to do
not sure what exactly your after but if you push on the horn pad and you hear a click noise then the system is good from the pad to and through the horn relay. check for power at the horn wire itself. if this is good then replace the horn itself.
Dealer says it is located under the inner fender plastic of the drivers side. None of the answers here are correct. I have not located it yet as well. However certainly not the steering wheel to say it is suspect, cause you can make it honk using panic button, or when you lock the car with the keyfob, it beeps for 1 second.
There are no relays in the driver side TIPM and there is no fuse indicated in the Owners Manual for the Horn itself. A call to O'Reilly Auto Parts and they told me the horn relay costs about 17 bucks but they could not pull up a picture. Google gives you random images of useless information. I know a Dodge Caliper 2007 is the same basic design but not the same.

With all that said, the horn relay in your 2007 Honda Civic is located in the under-dash fuse/relay box (left end of dash)
Have you direct wired the horn itself to see if it's broken? You would just need to run a wire direct from the positive terminal on the battery to the horn. You also might check the frame or ground connection on the horn itself.

If you can locate and pull relay, do that, if not, pull wires off at horn if you can, otherwise pull fuse. If you have other relays same in area of horn relay (same number on relay) try one of them in that horn spot to see if maybe it's just a stuck relay.If you pull fuse for horn, you may find out something else on same fuse, so make sure you check everything else is working.
