SOURCE: jeep stuck in low four wheel drive
Put the transmission in neutral, emergency brake off, foot off the brake pedal, now try shifting out of 4 wheel drive low. If that doesn't work, drive forward, and again do the above, trans. in neutral, roll to a stop, foot off brake, try to disengage. What you're probably experiencing is called drive shaft 'wind up', and it is very difficult to disengage, but do the above and it should shift out of 4 low. countrycurt0

IT COULD BE SOLENOID PACK OR THE GOVERNOR AND TRANSDUCER OR LOW FLUID OR THE MOST COMMON REPAIR SPEEDS SENSORS INPUT/OUTPUT. ALL OF THESE CONTROLS THE SHIFTING. START WITH THE SENSORS FIRST, VERY COMMON.

Has this Jeep been modified at all?
It sounds like the shifter cable was reinstalled backwards.
Specifically the 4-Low "Not Climbing Well". 4-Low should give you the best torque and hill climbing ability.
Do you feel any "Binding" in the steering wheel (difficult to turn)?
Remember a Jeep uses real driveshafts and differentials to give you 4WD - you cannot engage 4WD or 4-Low on dry hard surfaces. It needs a little bit of slip between the wheels for turns.
Check you're fluids too.

just a suggestion but I had this with another make fwd and I had to put inreverse and drive several hundred feet and tehn switch out while i was driving

modulator stuck or damaged located at transfer case take a rubber mallet and hit around where modulator and case connect than try to shift again if nothing than un bolt and lube and move actuator rod, with out try to move electronically w/switch back to 2 wheel drive -if moves should work can replace but look for replacement as back up if happens again just change over
