My Venstar t1700 the heat doesn't go on. I can hear the motor and it doesn't come on.

A window air conditioner problems like tripping a breaker, check if a capacitor will hold a charge then it most likely is ok but if it is shorted internally it could explode when being tested. To make sure it doesn't, use an analog meter to check.

indicates that the starter is suffering heat stress for proximity to an exhaust system
That stress can be from a failing starter motor or it needs a high torque starter to over come the heat problems ( a problem suffered by many ford falcon XD models )
pull the starter and have it bench tested / overhauled by an accredited auto electrician, check for recalls or service bulletins that suggest a heat shield be installed or ask for a higher torque motor that will overcome the problem

Its a faulty heater control valve that is located in between the engine and the heater core or just before the firewall.

If the heat you refer to in not heated seats but just regular heat like comes from the floor or upper vents, there is no fuse for that. The fan motor (blower) has a fuse but the heat comes from the engine. The same water running through the engine block and radiator goes through what looks a lot like a small radiator on the passenger side of the dash. Air is blown through this to provide cabin heat.

If the blower comes on but you get no heat there are two possibilities. If the climate control system in your Regal has a slide lever for temperature (cold to hot) there is a cable that connects to a water valve under the hood. Sometimes the cable slips off the valve so it doesn't move to the heat position. No hot water flows through the heater core and so you get no heat. The other possibility is if yours has electronic climate control (you usually hear small motors opening and closing damper doors in the dash when you change from defrost to AC and so forth. If it is this type then diagnosis is much more complicated and you must take it to the dealer or buy a Haynes manual for your car and go from there.

if you can hear the motor trying to work and nothing is happening that means either the motor arms are in a bind or the motor is locked up

In order to find out what's causing the problem, the headliner must be dropped (removed) to access the sunroof motor so it can be inspected and removed to inspect the slide cables up inside the sunroof/moonroof assy. Until that's done, there's not much more I can do to help except speculate.
