I have a 99 GT and need to get it inspected but the Horn (on the Steering Wheel) is not working. However, the horn does work / sounds when locking with the Keyless Remote Access controller. Thinking that its either the fuse or the Horn Relay. We have located the fuse location but unable to locate where to replace the Horn Relay. Anyone have any input? Many Thanks! Since you reside in Houston, Texas, the Houston Public Library System subscribes to a database with automobile repair manuals. The database is available in-person at any of the branch public libraries (where one of the librarians can help instruct you how to access and navigate the database.) I call them "your taxpayer dollars at work."
Also, access to the database (and the specific information for your model and year of car) can be undertaken through the Houston Public Library web pages. However, for remote access one needs a current, valid library borrower card, so that one may log into one's library account through the website.

If you do not have a current Houston Public Library borrower card, you will need to visit you local public library and apply for one. You will need a photo ID (like your driver's license.) You may also need some other form of identification, with your mailing address, like a paid utility bill.

If it works when locking the doors the relay is good ,an fuse . The GEM - body computer energizes the same relay to sound horns when doors are locked . Is the air bag light lit on the instrument cluster ? Could be the clock spring inside the upper steering column . Watch this video

check for broken wires the neagative is by the horn button in the steering wheel has air bag ever been replaced in steering wheel if so the wire may have not been plugged in

save yourself the hassle , buy yourself a momentary 12volt switch drill a nice clean hole on your driversside dash and re-wire your horn to it, all the screwing around you'll do to figure out why toyota makes cheesy horn contacts you could have your problem fixed..
on one side of the switch you should run a wire that is a 12volt switched +
on the other side I would run another side run a new power wire to your horn
leave your horns stock ground and just replace the HOTLINE ..
you could even go as far as installing a la cou ca racha horn to bring back that 70's Lowrider feel lol

your horn relay is located under the hood in the black box that also houses the fuses and relays for your whole car .. under the lid for this black box is the location for all the relays and fuses check it out and see if it has your horn relay in there thanks and holler if you need more. Jerry

The horn is usually between the radiator and grill Assembly. The fuse is in fuse panel under the dash on the drivers side. Look at the lid and it shows the fuse placement and there use.
