The click you hear is probably the blower motor relay . Does your vehicle have A/C ? Drain is probably plugged ,that's why all the water was in there . Do you know what a wiring diagram is ? How to use a voltmeter to test electrical circuits ? Free wiring diagrams here http://www.bbbind.com/free-tsb/ Enter vehicle info. Year , make , model an engine . Under system click on HVAC , then under subsystem HVAC controls will come up - pop in on it's own . Click the search button then the blue link's one at a time . Does your vehicle have manual or automatic climate control ? Second link is automatic ,first link is for manual . https://www.youtube.com/watch?v=3bXZWKUZL9k

Testimonial: "thanks very much i think the water from all the rain got in there no iner wheel well in that side getting a used blower motor and going from there"

SOURCE: location of blower motor fuse

Fuse blower motor is not in the fuse box. It is located outside. lOpen the hood, on the driver side near the fender, about 1 feet from the fuse box toward the direction of the radiator, there is a retangular about 1x2 in with wire coming out from each end. Snap it open, inside is the the wire fuse.

SOURCE: where are the fuse boxes located in a 1999 subaru

The fuse is down on the right side of the steering wheel. It is below the plastic dash. Its a small box hidden away to the right. Small plastic square lid. Easiest to find if u scoot the seat right back and have a good look above the accelerator to the right!

I have a 95 subaru impreza. when it is humid outside (raining/snow/etc.) the car sputters and stalls. it idles very rough for a few minutes then resumes to normal. what could br causing this? i have used...

Could be spark plug wires need replacing. Go out at night and start car in dark with hood raised. Look for little flashes or sparks. If nothing then try misting a little moisture from a spray bottle and see it you can't replicate the problem. I am assuming the moisture is causing the wires to arc and once the engine heats up it dries things out enough thatit runs okay
