The dealer has some problems with these I think. Bad fuses and such. Check to see if the blower motor is getting power after you turn it on. Check to see if the resistor block (in series prior to the blower motor) is good.
REPLACE THERMOSTAT.IF ALREADY DONE.CHECK HEATER BLOWER MOTOR SEE IF POWER GOING TO HEATER BLOWER MOTOR.IF YES BLOWER MOTOR BAD.IF NO POWER GOING TO BLOWER MOTOR CHECK AC AND HEATER CONTROL FUSE AND CHECK BLOWER MOTOR FUSE AND RELAY IF ALL IS GOOD CHECK SEE IF POWER GOING TO AC AND HEATER CONTROL SWITCH IF YES THE AC AND HEATER CONTROL SWITCH COULD BE BAD.
REMOVE HEATER BLOWER MOTOR AND HOT WIRE IT.IF HEATER BLOWER MOTOR WORKS WHEN HOT WIRED EITHER BLOWER RELAY BAD OR AC AND HEATER CONTROL SWITCH NOT WORKING.IF BLOWER DONT WORK WHEN HOT WIRED BLOWER MOTOR IS BAD.
Let the car warm up to normal operating temp and then try the heater. If the blower works for the heat it should not be a blower fuse. If the blower does not work at all, then check the fuse panel for a blown fuse. Unfortunately this will not tell you why the fuse blew. You probably have a bad blower motor. If you have climate control, there should be a variable resistor for blower speeds and that plug- in part may be burned out.

hello I'm an M.B. tech. this is a common problem for that era. I t sounds like your blower motor is worn ou and occasionally it will rotate slightly. 1st I would check the fuses. During this era those fuses were not in the box. although the lid may say blower fuse outside fuse box. Often times they are a strip fuse inline with the blower harness. Generally they are located by the brake master cyl. They supply voltage to the blower motor resister pack. Some vehicles had 3 strip fuses 1 for each speed. The resister pack is called a blower mot regulator. It should be accessible from you passenger side underdashpanel. assuming your fuses are good. Most likley it is the blower motor regulater
