I have a 1989 Honda Civic Hatch with a D15b dual port injection. when i bought it i had to put a distributor on to fire up (from junkyard). it started ran but would bog down with heavy acceleration, stall out at stop signs if you pushed the slightest to hard. well it would take a long time to start up and then my starter went out. I replaced it with a brand new one. started right up drove around to see how it reacted and I hit the gas too ******* take off, stalled n wouldnt start for nothing. Acted like it wasnt getting fuel so i replaced the main relay, it fired up. I drove it home and i just wont start. threw code 16 so i changed out the injectors n still nothing.
There are several tests that can be done but one item that comes to mind is the PGMFI relay. They are known for bad solder joints that occur over time. I always re-solder them myself as opposed to replacing them.
Check for spark, timing, cylinder compressions, air intake if blocked can cause these symptoms,valve clearance, alternator charge rate

normally that happens with a fuel pump going bad or your ignition coil gets to hot n shuts down. when it happens again, take your spark plug wire off, have someone to help you start the car if no spark its gotta be your fuel pump

Try pounding on the gas tank with a rubber mallet or similar tool. (careful not to dent the tank) Try starting it. If it runs, replace the fuel pump (it's nfg). I've diagnosed numerous fuel pumps this way. Remember the pump needs to be replaced, if you drive it, you don't know when it'll fail for good. Hope this helps. Please post the results.

how does the engine sound while turning over does it sound normal is the timing belt still intact. if the timing belt is still intact and the engine sounds like it don't have any compression replace the plug but before installing new plugs get a qt of oil and pour about 1 or 2 caps full of oin in each cylinder this will help build the compression and hopefully it should start if it does it will smoke a few minutes but will be fine.

Are you sure you have correct timing? its definetly a fule problem, if timing is good then turn your key to the on position and try to listin for the fule pump to prime. While the key is in on position go to fuel rail, there is a valve on fule rail called sharader valve. Get a small screw driver and press valve in to check if car has fule pressure. if pressure is present then it is incorrect timing or possible bad cam sensor.
