Thought that solved the problem but didn't. Had to drive home with fuel blowing back on the windshield. Before the last work was done it would ride smooth for short periods and then loose pressure as engine power and start skipping and hesitating! I am desperate for help its my little hunting truck!
Hello, what is the pre and post pump pressures? Im guessing that you have a high volume high pressure pump being regulated down to a very low pressure perhaps? Without more information about the specific application and pressures it will be hard to go farther but maybe this will point you in the right direction?
Fuel Pressure Regulator is located on the fuel rail.
1. Disconnect the negative battery cable.
2. Properly relieve the fuel system pressure.
3. Remove the air cleaner outlet tube(s).
4. Remove any necessary components to access the pressure regulator.
5. Disconnect the vacuum hose from the pressure regulator.
6. Remove the pressure regulator attaching screws.
7. Remove the pressure regulator from the fuel rail.
To Install
8. Discard the O-rings on the pressure regulator and replace them with new ones.
9. Lubricate the O-rings with clean engine oil.
10. Install the regulator into the fuel rail and tighten the retaining screws.
11. Connect the vacuum hose to the regulator.
12. Install any components removed to access the regulator.
13. Install the air cleaner outlet tube(s).

Removal & Installation
The need to work as cleanly as possible cannot be over-emphasized. Even the smallest amount of dirt, if allowed into the fuel pressure regulator and/or the fuel rail, will find its way to the fuel injectors. The nozzle openings of the injectors are very small. Keep hands and tools clean. Clean the areas to be disconnected with a suitable solvent. Carefully cover open fittings and connections to keep out foreign material. Dirt in the injectors almost guarantees a clogged fuel injector and engine performance problems.
