I'm guessing your car is red - red car paint is the worst for oxidation. I'm afraid T-Cut & elbow grease is the best solution but the coloured car wax is usually fine. Hope this helps.

I just did this to my 2004 hatchback. Same deal. It's really easy and fun, but can take some time. If this is your first time doing this, I'd stay start with one wheel and see how it turns out. It'll give you a bit of experience when you attempt to do the next three (all at once of you choose).
You'll basically need to thoroughly clean your rims inside out. After the rims dry, use some really smooth sandpaper (1200-1500) with lots of water. Take your time with this.
After you're satisfied with how smooth it looks, lay down three layers of a spray-on primer, with a five-minute wait in between, then wait about 20 minutes.
Now lay on three layers of paint (wait about 20 minutes between coats). Let it dry [overnight].
The following night, make sure it's clean, and spray a layer or two of protective/clear spray.
It cost me about $50 to paint all four rims and my brake calipers, and it was fun, too. It's fun to improvise every now and then. Let me know if you have any questions. I'm no pro, but I've done this before.
