I assume no lights work at all ... not parking lights or low or high beams...
Therefore the most likely reason is no voltage to the headlights because of a bad headlight relay, fuse, module, headlight switch, dimmer switch or wiring fault.
The relay is often located in the power center in the engine compartment, but there may also be a fuse in the fuse panel under the dash. If you do not have new relays/fuses in the vehicle you are sort of stuck.

since parking lights work then the odds are low that it is the switch...since it controls all light functions. I would focus on the relays and fuses

SOURCE: 02 Chevy Blazer Audio Wiring Diagram

they are your speeker wires. the best the to do is to hook up the colors that are the same color to the color wires on the back of the radio. dont hook them all up at once two colors at a time.by doing this it will let you know what speaker you have hooked up.

SOURCE: my headlights won't shut off

If you're trying to shut them off while the engine is running or the key is turned in the ignition you'll need to have the parking brake on.

If you're trying to shut the headlights off when the car is not running, there is a round knob on one side of the steering wheel that you can turn. Turn it until they go off.

How to bypass passlock on 1999 chevy blazer

The most common repair is to replace the ignition lock cylinder due to broken wires inside the steering column. Most common problems related to the Passlock family involve the Passlock sensor. The sensor is part of the ignition lock cylinder on Passlock I and Passlock II systems. ( Where the key goes ), Good-Day!

89-98 chevy blazer

It's not worth doing all that conversion, buy the time you spend the time and money to convert the 89 4.3 to work on the 98 blazer, it would be cheaper to install a 98 vortec rebuild. The 89 4.3 have a TBI fuel injection system and the ecm on the 98 will not work and the bad news is that the ecm on the 98 also controls the transmission shift points and the 89 will not, so even if you swap the ecm to have the 89 4.3 engine work. the transmission will not shift. Sorry for the bad news but it would be cheaper to replace the 98 engine with the years of 1996 to 2001. Good luck and hope this helps.

Headlights dont work

car headlights have 2 filaments each, 1 for high beam and other one for low, if both headlights are off there might be problem with the wires or relays and fuse. Have this serviced by an authorized auto-electrician since electrical wirings for gasoline engined cars are quite delicate and requires urgent attention.
