Owners manual fuses start page 221
https://cdn.dealereprocess.net/cdn/servicemanuals/ford/2014-focus.pdf
lights starts page 90
change light bulbs starts page 246

if just one bulb quit working might be the bulb, connection, wiring or ground wire.
Some cars may have a fuse for different light, or multiple lights. From what I see you do not have a fuse for one low beam light.
Some cars have relays for example high beam lights I don't see a relay for one low beam light.
I think you have a bad bulb or light socket or wiring.
You can try putting the drivers side bulb in the passenger side see if it works that should tell you if it is the bulb.

SOURCE: low beam headlights not working on 2004 Pontiac Montana extended

You headlight lamp have a diffuser mechanism which allows it to flip between the hight beam and low beam feature of the bulb. In fact, you high beam will function even if the low beam is not working.

I would recommend the purchase of the new headlight lamp. It would cost you you any where from $15.00 per unit to get a replacement lamp

The blinking light is telling you that you have a headlight out, if you look the service light should be coming on when the light stops blinking.
Replace the head light and all should be fine.

Both low beam headlamps quit working suddenly. High beams still working. Fuses look good, plus, low beam driver and low beam passenger are two separate fuses. Is there a hidden low-beam relay?

Headlamp relays are most always in the engine compartment in one of several power distribution boxes. It could be the dimmer switch, DRL module, or both bulbs. This happens because the lights are so bright, one low beam has burned out, and goes unnoticed until the other one burns out also.
Daytime Running Lamps (DRL) use the low beam but at a reduced power, which shortens their working life. Hope this helps.
