Its not a fuse it is a relay and should be located in your power distribution box under the hood on the driver side of the vehicle. do yourself a big favor pull the tail connector that comes from the top of your fuel tank get a simple test light and test the wires on the plug before the tank have someone turn the key off and on check the wires while they do this usually turn key on it will run 4 a few seconds giving time 4 you to check for power to the tank if you indeed have power going to the tank replace the pump the relay is not your problem if you do not have power going to the tank the relay might be your problem I have also found the key or key switch is malfunctioning and causing the problem. Note if the pump is bad make sure you replace the sock on the pump one little grain of sand will lock the new pump up tight and all the work to replace it will be for nothing make sure to purchase a good pump from a decent parts house like Oreillys and replace the pump sock and a new fuel filter and keep the filter changed at least every 8 thousand miles. failure to do so will cost you plenty in the long run.

Fuse #34 serves the pump, injectors and power train control module . Ford had trouble with the fuel pump driver modules corroding on these as well . They are located above the spare tire and cause no fuel pump activation issues .

SOURCE: Fuel pump relay and fuze location for 2004 F150

For the new body style F-150 the fuel pump relay is not a serviceable item, it is built into the fuse panel.
The fuse is fuse 34 ( only for 04 & 05 MYs ) which is called Fuel injectors in the 04 Owners Manual.

The other items
1. Fuel Inertia switch ( assume you checked this, but it was not called out )
2. Teh Fuel Pump Driver Module ( FPDM ) on the cross member under the back of the truck. You need to drop the spare to see it.
There is a TSB on this, where corrosion can build up between the aluminum FPDM case and the steel cross member, causing the module to crack.
Here is what mine looked like before I changed it on my 2006

The cable is the spare tire lift cable and the picture is facing the front of teh truck, the tire is the driver's side rear tire.

I have a 2004 f150 4.6 liter with a no start condition; however, I can hear the fuel pump cut on when cycling the key. What could be the problem?

I had an issue with the fuel pump module mounted above the spare tire. It is known to corrode BADLY and doesnt run as it should.

I have a 2004 f150 that won't start but can hear the fuel pump cut on

run fault codes to determine the sensor that is faulty. Check for cam/crank position sensor. Check that the cam shaft is turning(broken timing belt/chain). Check that the immobiliser is operational.

Truck stalled out while driving will not start

Not sure about your truck older Fords have 2 fuel pumps 1 in the tank & 1 under cab drivers side. Anytime you change a pump you must change your filter. also check your fuel line if it has been pinched or has a leak pressure will drop

FUEL PUMP FUSE IS A 20 AMP FUSE LOCATED POWER DISTRIBUTION BOX INNER FENDERWELL IN THE ENGINE COMPARTMENT.ALSO CHECK THE INERTIA SWITCH LOCATED BEHIND PASSENGER SIDE KICK PANELTHIS WILL SHUT OFF FUEL PUMP.IF YOU RUN OVER A POT HOLE OR SOMETHING.CHECK TO SEE IF SWITCH BEEN KICKED OFF.AND RESET IT.

fuel pump relay, or the simplest solution check the fuse block to see if you have a blown fuse. Most likely its the relay, but check the fuse block, under the dash and under the hood, maybe you'll get lucky. Good Luck.
