There should be a cable from the accelerator pedal to the throttle body. Make sure the cable is free to move and not broken. It may take 2 people to do this. One to operate the pedal and one to watch for movement at the throttle body.
If it is broken, it will have to be replaced. If it if stuck, try to free it up.

SOURCE: Kia picanto 1.1 lx 2007 , ive changed all vacum pipes , serviced the throttel body , put new gaskets done everything possible ............ but she still over revs and stalls while driving please HELP

Throttle position, and or mad air flow sensor. Little pricy but those two sensors control your fuel air mixture causing those issues.
