For many years lots of cars and vans have fitted a variety of devices to limit the flow of brake fluid to the rear brakes - load sensing valves, g-valves, pressure limiting valves, differential pressure valves...
The load sensing valve is the most common currently used device, which connected to the rear suspension will increase the rear braking effort when the vehicle is laden and reduce it when unladen. Sometimes when the vehicle is jacked off the ground and the suspension is relaxed the fluid can be completely cut off.
The trick is to know your vehicle and act accordingly. The valve might be the problem or it might be perished flexible hoses or blocked bleed ******* - checking is really an intuitive process.

IT IS POSSIBLE THE WHEEL CYLINDERS are wrong and need too much fluid to push brakes out. or rear shoes are not adjusted correct. this could be from drums too big(unlikely since new) shoes are not fitting to drum correct.You can take shoes off and set them in drum the whole shoe should contact drum sometimes just the ends contact. If this is case sand off ends of lining to make it fit .
If wheel cylinders are bad they would leak. might try a different brand of cylinders.

i try to help you, firts refill brake fluid container,open purge valve in one wheel front only,wait few minutes when drops fluid, close this valve and open other wheel, same procedure, finally repeat this in each 4 wheels
