SOURCE: Fog Lights won't work
Definitely a ground. Clean everything with light sandpaper. Follow any/all wires and see where it grounds, clean there too. If all else fails, run a new ground wire from the frame to the exact spot you got the bulbs to work (a workaround that usually remains permanent on my cars!).

Check the fuses under the steering column, in the glove box or under the hood by the battery. There should be at least 2 fuse/relay blocks that will have a spot for fog lights

In relay compartment under hood ?
check fog light relay has voltage to coil ?
May need park lights on - check it has voltage with park lights on ?
fog lights may not work without park lights being on ?????
