It may have fallen apart when you put the door back together. Happens more than you'd think.

It sounds like the the linkage, actuator (power locks), or the mechanism has broken or become dislodged.
On the inside trim, you can remove screws that are by the door handle,
arm rest, under door and side of door and then gently pull back on the
panel as there will also be retaining clips attached and you don't want
to break them. You'll need to lift the door panel upwards in order to
get it off the window ledge. Then you'll need to manipulate the panel
and disconnect the door handle linkage from the door handle and
disconnect the wiring for your controls. Pull back the weather seal and you should see everything and hopefully see the cause.

First do not pry on it, you will crack the rear windshield and have a bigger problem. In addition to the little slider lock at the base of the shaft mostly likely the wiper arm is corroded onto the motor/transmission shaft. What I have done successfully is carefully hack saw off the top of the wiper arm over the shaft. The top of the shaft is then exposed, soak it over and over with a penetrant, put a gear puller onto it and pull it off. A new shaft is about $45.00 at saturnparts.net which may be cheaper than a dealer. A dealer mechanic tells me what he does is drill a hole down through the top of the shaft, squirt a bunch of W40 down into the hole, then drive a metal screw into the hole which pops the arm off. In either event the old shaft is worthless. If your motor works count yourself among the lucky, note that most car parts stores will tell you that one wiper motor fits the rear of saturn SW from 94-99, that is not true. Take your old motor in with you to make sure they sell you the right one.
