Before you attempt to adjust the pressure have you flow rated the hydraulic system? If not before you do check or change the suction filter and then do a flow and pressure test to check the integrity of the pump. Most systems don't need an adjustment if pump is working correctly. An indicator may be if it works better cold and gets worse when warmed up this would be a worn pump. Or if it's cold and doesn't seem to do well any time (suction screen first) the pump may be worn too long and no choice but to replace. I am not familiar with a scat track but am familiar with hydraulics, my next questions would be is this is an open center or closed center (ccls) system before I can help further.

sounds like hydrualic lifters , if sound goes away when warm then they are wearing , but dont panic sometimes they can be like that for years , if you car does'nt have hydrualic lifters then valve tappets can be making this noise , they may need adjusting.

Have 2 Hummers ( both 1995) that have a Hydrualic 'boost' loss to steering when brakes applied. Steering power increases if I flip the throttle which allows me to turn the wheel when throttle is hit....

at the back of the pump where the high pressure line attaches. I'm not saying thats your problem, but thats where the valve is. I think if you disconnect it, it should have full boost.

Power steering is stiff, if fluid is low can that cause the problem? which holding tank is for power steering fluid.

The tank has a green reservoir cap usually. The cap will also tell you if you are to use hydrualic oil to refill. The brand name is Peltosin and is sold at CarQuest etc. It is expensive, about $15-$20 per liter. You do NOT want to mix power steering fluid (ATF fluid) with hydrualic fluid. Make sure you know what your car requires and make the adjustment to the level as you need. Don't over fill, and keep the fluid from spilling on any painted surfaces etc. Wash with soap and water immediately if you happen to spill. The low level can be the cause of the hard steering, but also make sure the belt is tight and in good condition. It is a good idea to check tire air pressures too. Keep them above 30psi om 14" wheels, and higher as the wheel size increases. If you have 15" or 16" use 34-36psi for better handling and less burden on the power steering system. If the fluid is leaking out on your garage floor, you have a bad hose or pump seal, but the steering rack seals could be leaking. If any of these are the problem, get tha leak fixed asap, and keep the reservoir full so that you don't burn up the pump.

The 4x4 sytem is smarter than you think. It will adjust it's self for slip conditions and knows when you are in 4x4.
