You can't just replace it because it need programming for that car. It have to be programmed with the VIN Number and the mileage. There are very few reasons that you would ever change an ECU. The number is on a paper sticker on the outside.
Check fuses first. Then relays. Then try appling power to the fan directly to see if there are wiring problems. If the fan runs and the fuses and relays are fine look to the switch.

Sounds like you have a leaking hose connection or a bad heater core. Take it to a shop which does air conditioning and radiator work and have them tell you exactly what is bad and give you a price. Even if you have an old Saturn dealer around now doing service work, stay away. Not an easy job to get at the core and replace it.
It will be on the passenger side under the dash attached to the firewall. You should be able to locate it and simply take it off and replace. Hope this helps!
The water is coming out of the box that holds the blower, heater core, and the A/C evaporator. There is a drain tube coming from this box to under the car. The tube gets plugged from mold and road debris. Push a stiff rope (like sisal) up through the tube to clear it--watch out for a sudden rush of water when you do this. The water is produced by the condensation of water vapor (by the A/C) and is supposed to drain away through the tube.
I am not a mechanic and have had no problems with my 2005 Ion-2 but at msn/autos I see that these can exhibit a starting problem because of the ignition switch which they recommend replacing. The part is around $40 & the labor is 1 hr.
