There's more than one fuse bos. Look under hood or under dash for other fuses. Otherwise you have a bad ground or wire shorted somewhere. Check the owners manual for additional fuse boxes is available.

Check your fuse panel for a 20amp fuse. Fuse #38 is for the cigarette lighter.. Fuse #33 is a 20amp for the auxiliary power outlet.. Good Luck!

Where is the cigarette lighter fuse and the OBDII fuse for a 2007 Chevy Express?

Under the hood, under the brake master cylinder. There is a label on the inside of the fuse block cover. Replace the one that says "CIG LTR" it's also the power link for the ODBII port. After you replace that fuse, your code scanner will recognize that it is hooked up.
