Radiator cooling fan not working on a 1999 saturn sl2

How hot is it getting in degrees F? Some electric fans won't even turn on, till around 220 degrees F. Does the fan turn on at all?
As far as overheating, does the coolant recovery reservoir fill up in a hurry?
Sometimes after opening up the cooling system, you get air in the system that may cause temp gage to react.
What about your thermostat? Did you check for coolant flow through the radiator? Another thought might be a head gasket issue, I'd check everything else first.

is that an aftermarket toggle switch ?

It is supposed to. If the water temperature is above a certain point, the fan will run even if the engine is off to cool it down. There is a warning label to that effect near the top of the radiator. If you really need it off, unplug the fan wire, but don't do any city driving without it plugged back in.

you either have a closed thermostat or a blockage in the radiator

fuses ok? then replace radiator fan relay( under $7 at rockauto.com). did you try to jump the fan motor to see if it runs? replacement motors $20 to $100 at rockauto.com
let me know your findings to narrow the solutions.

first place i would start are the MAXIfuses in the main fuse panel in the engine compartment, they are huge green fuses that should be 30A. but they control a large array of things.

Cooling fan is controlled by ECM But does have a sensor located under the upper radiator hose at cyclinder head.Yellow & Black wires also check the connector for corrosion,replace also if corroded!! Heater Fan Check for power & ground At blower motor under pass side of dash.One connector.

how bout the thermostat???? its on the side of the block by the radiator

Did you check fuses?
