Sounds like a body control module. It is located on top of the glove box. Unfortunately, the miles are stored in this module, so you have to go to a dealer to have it programmed.

SOURCE: 1999 Saturn sl speed sensor

The vehicle speed sensor (VSS) is located in the differential area of the transaxle. Also, to replace it should be fairly simple. I wish I could give a better answer exactly where it is at, but I have you the answer straight out of the Haynes manual.  

To replace the VSS, disconnect the electrical connector from the VSS. Then remove the retaining bolt and lift the VSS from the Transaxle or simply unscrew the VSS. Installation is the reverse of removal.

It is part of the bearing hub assembly.Very have to do without air tools,If setting multiple abs/tc code (wheel speed sensors) probably abs electronic module or chaffed wires on drivers side at ac lines by air box.Have big problems with this and probably will come back.

I would say with any Major vehicle service the transmission should have the fluid changed.

Many things can lead to the failure with the electronics. A slight trans leak can lead to big trouble..

Will bad speed sensor on 2000 saturn make tranny shift

maybe but, the PCM modules are notorious for going bad. before going into that check your MAP, MAF and CPS sensors. clean them off, make sure you have no air leaks in your intake system. if you are not low on tranny fluid, the shift solenoids could be a problem, but, most likely it is electrical in nature.

It is a distinct possibility that it will be as you say. It is a sensor that communicates the speed to the TCM and ECM to change at the right road speed /engine rpm.

Location of speed sensor

Hi. it is at the front of the engine, just behind the oil filter, for the engine speed sensor. If it is the road speed sensor then it is abouve the rhs driveshaft at the top of the gearbox.

Speed sensor not working how to change it where is it located

the speed sensor is located in the transmission near the prop shaft. has nothing to do with the clock. you may want to check the fuses first
