Thanks! I was able to remove a "plug" that holds the plastic "tongue" in place which allowed me easy access to the secondary latch. long screwdriver did the trick (and the part I removed plugged right back in)

Get a long screwdriver and try to release the secondary latch that way. Or if you have small hands reach up under the hood and pull the secondary latch toward the left.

Confusing post if your talking about the handle that you pull inside the passenger compartment then unbolt the bracket that it's attached to and you will see the cable ///if you Mean the hood latch safety tab that you lift or move to the side to open the hood after cable release you must disconnect the lock latch or the hood striker that it locks onto and raise the hood this can be done by removing the the front grille panel or by coming in from under the vehicle to unbolt the lock latch assembly from the radiator support
If just the mounting broke & not the cable also, take a pair of vicegrips or good pliers on visible portion of steel cable & pull inward. If the cable itself is not broken it will pull out enough to open release.
What you should do is spray the latch with pb blaster,556,or wd40.Shut the hood and after a couple of times it should work better also do a visual inspection of the latch and make sure nothing is bent.
i believe you can remove the grille without opening the hood and that will give you access to the hood release so you can open it manually and then fix the broken cable Hope this helps!
Is there any part of the cable inside the cabin that you can pull with a pair of pliers? I suggest that you try that. You may need to disassemble it from the pull handle to make that work.
This happened to my wife's 1998 beetle few months back. Took it to aamco transmission and they replaced the plastic connector, and reinforced it with a metal jacket. Repair cost $500
