The seat belts in my '99 Silverado pull so hard on your shoulder, it actually starts to put your arm to sleep after a while. Both driver and passenger belts do this. They operate fine, it's just when they are buckled they feel like the spring tension is too high. Can this be adjusted?

have you checked the tension when the brakes are being applied some of the newer vehicle seat belts don't tighten until you step on the brakes

Probablyt because the little wire cable that activates the release mechanisms on both sliders is broken, and therefor only allowing only one slider to release when you activate the seat adjusting lever, and leaving the other one engaged, preventing you from moving your seat. This is relatively easy to diagnose, if you know what to look for... Just try to see what all moves when you press your lever. See if there is a wire cable that is activated anywhere under your seat it should be relativley close to your lever and run across the open space to the opposite slider.

Buy a replacement for about $40 at autozone or advance, if the serpentine belt has never been replaced get one of those too. Jack the front passenger wheel up and put a jackstand under it. Take off the tire and you will see a plastic service door in the wheel well, take that out too. You now see all the guts there. Now get a long wrench put it on the tensioner bolt and use it to relieve tension, pull off the belt, unbolt the tensioner, put the new tensioner in tightening bolts firmly. Put the new belt on, use some leverage on the tensioner to allow you to put the belt on the tensioner and you are done. While you are in there you may want to replace the right side dog bone motor mount which will also be right in front of you.
