The first thing that I recommend you do, is to have your local auto parts store and have them run a diagnostic (which is usually free) and get the error code. At that point your question can be correctly answered.

Just had this problem with my 02 Wrangler. do this. put your key in the ignition and turn it on and off 3 times. do not turn it on all the way. after the third time, you should see a code light up in the odometer section. i'm willing to bet you'll see P0155. regardless, google the code and you'll find out what ails your Jeep.
You have a fault in the emissions control system. It could be hundreds of possible causes. You'll need to get the system scanned (Autozone will usually scan for free) to find the issue.
A strong odor of gasoline when this happens indicates the coolant temperature sensor has failed. When this happens the engine is slow to start at first. Turn it off and it will start right up. Also fuel mileage will be impaired sometimes as much as 10 MPG.
Could be as simple as vacum leak or PCV valve, or bad gas cap. Also I think that 95 model year might of have used OBD1 computer.
Usually a sputtering can come from lack of fuel, too much fuel, lack of air, too much air, or timing needs adjustment. In most cases with fuel injection, there could be a leak around the o-rings for the injectors, there could be a leaky injector, your oxygen sensors could be bad, or even something as a fuse could be the problem. I agree with the others; have the vehicle connected to an OBD II Code Scanner to find the problem. usually, an "AIR" code would come up in this situation; which means "Air Injection Reaction", and would point to a system fault. From there, you can inspect a multitude of different things to pinpoint your problem.
The list of potential components that COULD be the cause is beyond attempting to swap in new parts until it runs, not to mention expensive and very likely may be causing secondary issue now, compounding the task of diagnosing the car, some shops have a sign stating 2 labor rates, 1 2 X the other and that being IF the customer has worked on it first.
The Most Overlooked Item Efecting Driveability (1) Fuel Filter And (2) The Air Filter. Both Of These Items Are Reatively Cheap And Easy To Change. The Methenol Fuel In Use Today Does Not Tolerate A Dirty Fuel Filter. The Methenol Will Absorb Water Out Of The Atmosphere. Water Does Not Flow Well Or Burn Well. The Oxygen Sensor Is Reading This And Trying To Compensate Fuel Mapping To Maintain An Optimal 14 To 1 Fuel Air Ratio. The Dirty Air Filter Will Effect The Mass Air Flow Sensor. Make The ECUs Job A Little Easier By Changing These 2 Filters Often. MPG Should Be Better Also

May be its the oxygen senser gone bad
Or crank position sensors, cam position sensors, throttle sensors, oxygen sensors both upstream and downstream, it would be very lucky to repair this vehicle this way before you spent far more on un needed components, a diagnostic is mandatory.

There are over 300 reasons a car will turn on the check engine light. The best thing to do is start with a code reader and see what fail codes have been saved in the engine computer. You can get a cheep code reader from Harbor Freight Tools, or maybe borrow one.
The codes will give you an idea what is wrong. Sometimes the code is only a clue. Like if it says a sensor failure it might be a bad wire or something like that.
If it starts, then Auto Zone will read the code and tell you some of the things that cause the code.
You have the first version of the onboard computer, referred to as
OBD1 On board diagnostics version one. It was changed to the OBD2 later, I think 1997.
The engine computer may be shot? Check this by (hand) removing the coolant overflow bottle. Have a friend work the ignition while you check the connections to the computer. There are three. Gently move each connection up and then down as you request your friend to turn the starter on. Hold the connector up and say start, then try down. If you notice a difference, there is an issue with a broken connection within the computer and it needs to be replaced. The video shows where your hands should be.

Seen many people suggest the 'key on-key off 3 times' thing to check codes, and just wanted you and others to know, on my '98 and 2000 Jeep Cherokee's you don't have to do that..all you do is hold down the trip odometer/clear combo button while turning to 'ignition on' position once, then not quite back off, and it will show codes, starting with latest 1st, then next etc... So stop wearing out your ignition switches people..the 3 times thing was on older ones, before '96 I believe.

You can diagnose check engine problems yourself. I did it on my '95 Wrangler when my light was on and the car would sputter and stall and found that it was a faulty oxygen sensor. A quick and easy fix.
To check it, turn the key to on (not ignition) then off three times, ending with on. It will start to blink. Write down the blink sequence (for example 1-pause-2 would be code 12).

If your check engine light comes on and then goes off with out storing a code your ECU is bad. It took me two years of changing every sensor manifold, fuel pump. I thought thge jeep dealer ship should know more than me. If a code is not stored u will have to find a re3furbished one, no one make new ones, about $200 most places offer a waranty
