SOURCE: No parking lights and no instrument panel back
The rio has a light control module in the left kickpanel which allows all the parking lights to work. if you remove the module and take it apart, you will notice that the soldering joints are cracked. simply resolder the connetions or just replace the unit and presto your lights will start to work again.

nazof is exactly right. Totally disregard emissionwiz and clint_carter. I have the exact same vehicle and have changed the oil and filter myself. The filter is located right in the middle, almost up against the firewall, after you pop the plastic engine cover. You must twist off a plastic cap and then pull the filter (a cartridge type) straight up and out. There are two replacement rubber rings that should come with your replacement filter. One goes on the plastic cap (just above the screw threads) and the other much smaller one goes at the end of a plastic rod that is connected to the cap.

yes look there and also inspect your track bar, tierod ends, pitman arm ball joint. Have someone turn your steering wheel while you look. the bind or looseness should be evedent. Its a big sysytem to cover.
